PURPOSE:
Bids have been received for the T. Z. Osborne Water Reclamation Facility Expansion Project - Package 2 (Contract 2011-038A). City Council approval of an award to Garney Companies, Inc. in the amount of $26,640,000 is requested.

BACKGROUND:
This contract will hydraulically expand the T.Z. Osborne WRF in order to treat up to 56 million gallons per day under the current nutrient removal limits and will include improvements to pass the peak future waste water flow with the North Buffalo WRF decommissioned. The improvements for package 2 include new membrane-diffuser grids in the existing aeration basins, two new single stage air blowers, three new 160-foot diameter clarifiers with associated distribution and return activated sludge pumping, new yard piping for increased flow and associated electrical improvements to include a new standby generator.

Garney Companies, Inc. (Kansas City, MO) was the low bidder with a bid of $26,640,000. The MWBE goals were MBE=8% and WBE=7%. A Good Faith review of the efforts made by Garney determined that they met the requirements of the MWBE Policy. The contractor submitted a utilization commitment of MBE=13.2% and WBE=0.3%.

Non-responsive bids were received from two bidders, Archer Western and English Construction, which were not opened. Other bids received were:
