PURPOSE:
Bids have been received for the Jaycee Park Parking and Stormwater Improvements (Contract 2012-066). City Council approval of an award to Bar Construction Company, Inc. in the amount of $961,000.00 is requested.
BACKGROUND:
This contract consists of parking lot improvements to capture and treat stormwater runoff from the parking lot. Improvements include constructing a biocell, tree boxes, and pervious parking spaces to capture and filter runoff of the parking lot.
The contract was advertised in August and the bids opened on September 23, 2014, but the bids were not responsive to the MWBE instructions. The contract was re-advertised in October with bid opening on November 25, 2014. One responsive bid was received. Because this was the second advertisement and bid opening, award of this construction contract with only one bidder complies with Charter Section 4.113. The bidder was Bar Construction Company, Inc. (Greensboro, NC) with a bid of $961,000.00.
The MWBE goals were MBE=5% and WBE=5%. The contractor met the goals at: MBE=5% and WBE=7%.
The anticipated date for start of construction is February 9, 2015 with anticipated completion by June 9, 2015.
BUDGET IMPACT:
Funding is budgeted in the Water Resources Stormwater Capital Project Fund account 506-7014-04.6018 A15045. A budget adjustment is needed to use this account.
