PURPOSE:
The North Carolina Department of Transportation recently approved a state funding match request in the amount of $33,157 for the purchase of five (5) replacement paratransit vehicles to be purchased and delivered in fiscal year 2015. These funds will reduce the local match previously approved for the FFY 2013 FTA Congestion Mitigation Air Quality (CMAQ) grant. A resolution accepting matching funds from NCDOT is required to allow the expenditure of these funds

BACKGROUND:
At the March 18, 2014 meeting, the Greensboro City Council approved a budget ordinance establishing FY2013 FTA Congestion Mitigation Air Quality (CMAQ) Grant funding in the amount of $1,681,928. These funds will be used to replace two (2) 40 foot fixed route buses and five (5) paratransit buses that have exceeded FTA's useful life standards, both in years of service and mileage. The useful life standards are 12 years or 500,000 miles for a fixed route bus and 5 years or 200,000 miles for a paratransit bus.

The purchase of the five (5) paratransit buses will have a total cost of $414,458. The North Carolina Department of Transportation has approved a state funding match request in the amount of $33,157 (8%). This funding will allow the City reduce the transfer of local funds previously budgeted as the match to this grant. NCDOT has not yet approved a state funding match request for the two (2) replacement fixed route buses.
