PURPOSE:
The Property Management Section of the Engineering & Inspection Department is in the process of conveying a temporary construction easement on City owned property located at 801 N. Regional Road parcel (#0097699) to the N.C. Department of Transportation. City Council approval is requested for the conveyance of this easement.

BACKGROUND:
NCDOT is in the process of constructing a portion of the future I-73 Interstate Highway near the Piedmont Triad International Airport. A new interchange at Highway 68 and I-73 is necessary. Regional Road will be closed in the vicinity of this interchange and eliminate the current access to Water Resources' water tower on this site from Regional Road. The tower property is located at 801 N. Regional Road and consists of 39,204 Sq. Ft. (0.9 acres). A new, permanent access road to the tower site from Highway 68 will be built by NCDOT, which requires a temporary easement during its construction.

This temporary construction easement will consist of approximately 21,040 Sq. Ft., (0.483 acres). It will expire upon completion of this project. The property is zoned R-3 (Residential). The City's Water Resources Department has reviewed the plan and approved the easement along with a new access road. NCDOT's Right of Way contractor (Telics) has used previous sales to determine the value of the property. The temporary easement was valued at $24,550.

BUDGET IMPACT:
The proceeds of this conveyance will be deposited in the Water Resources Capital Reserve Fund, Account: #502-0000-00.8616.
