PURPOSE:
The purpose of the Memorandum of Agreement's (MOA) is to provide the necessary approval for the inter-local contract process. Council action is required to execute the MOA's fully and for Guilford County/High Point to accept the donated equipment.

BACKGROUND:
In September 2001 the City of Greensboro began receiving periodic federal grant funding to develop a Metropolitan Medical Response System (MMRS). The goal of MMRS is to build a robust regional capability to respond to large scale medical emergencies and disasters. The original grant, provided through the Public Health System, designated the fire department as the entity to receive funds and make equipment purchases. Funded purchases are required to be distributed among participants in the program. MMRS oversight is provided through a committee of community partners that provide input on the purchase of equipment, planning, training and distribution of funds. The items being donated (Attachment B & D) have been purchased based on community needs that were evaluated and identified by the MMRS committee. The equipment being donated will assist in the core mission of building a robust regional medical response to large scale emergencies and disasters.

BUDGET IMPACT:
As the equipment was purchased with MMRS Grant funding, therefore there is no budget impact on the City of Greensboro.

RECOMMENDATION / ACTION REQUESTED:
The Fire Department requests that the City Council approve the attached MOA's with Guilford County and the City of High Point for the donation of equipment listed in Attachment A.
