PURPOSE:
Council is requested to consider adopting the attached resolution in support of the City's participation in the program Participatory Budgeting (PB).

BACKGROUND:
The City Council Participatory Budgeting Committee was formed in 2013 and its members included, the Chair Mayor Pro-Tem Johnson and Councilmembers Hightower, Hoffmann and Matheny. The various committee meeting included a review of the Participatory Budgeting, staff reports and at several meetings there was the ability for public input. This committee recommended bringing a resolution of support to Council to support the program.

At the September 29, 2014 Council Work Session, staff provided Council with an update from the committee and the proposed resolution. The attached resolution proposes that as part of the fiscal year 2015-16 budget development, staff will reallocate the current funding associated with the Neighborhood Small Projects in the amount of $100,000. The community group that supports PB has agreed to match the City's contribution. This funding will be used for administrative expenses for program development. The City would work with the community group to contract with the Participatory Budgeting Project which is a New York firm that has work with other municipalities in the PB initiatives.

The resolution also includes that as part of the FY 2016-17 budget process, staff would work to reallocate $500,000 to be used for the projects that have been identified and supported through the community. Each district would be appropriated $100,000 and could be used for projects and programs within the district. This would be contingent on future budget allocations.
