PURPOSE:
 
Allocations are for programs funded through the Workforce Investment Act (WIA) via the U.S. Department of Labor, passed through the N.C. Department of Commerce (NC DOC) and its Division of Workforce Solutions to the Workforce Investment Act Local Area program administered by the City of Greensboro's Office of Workforce Development division and the Greensboro/High Point/Guilford County Workforce Development Board (WDB). A budget amendment needs to be approved to allow the expenditure of funds.
 
BACKGROUND:
 
1.      Includes Detail Section 1 below.  The NC Department of Commerce provides state-wide Workforce Investment Act funds, on a competitive basis, for businesses to train their incumbent workforce.   The WDB receives applications from local businesses, approves and prioritizes them, then submits them to the NC Department of Commerce for review and approval.  Awards are then made directly to Local Workforce Development Areas.  An award was made on behalf of ESG Energy, an environmental solutions provider in Greensboro in the amount of $4,510.
 
The PY 2013 ESG Energy IWP Fund is established in the amount of $4,510.
 
2.      Includes Detail Sections 2-4 below.   The Workforce Investment Act Local Area program earned fees for services provided to businesses in Guilford County in Program Year 2012-13.  Those services included WorkKeys job profiling and assessment of WorkKeys skills levels for new and existing workers.  Funds were also earned for the division through the sale of  surplus inventory which was reported as program income to the state in fiscal year 2012-13.  Income earned through these services will be used to offset assessment expense under the Workforce Investment Act.  The total income earned was $5,559 which is then allocated to the various primary WIA grants for expenditure purposes.
 
The PY 2012 WIA Adult, Dislocated Worker and Youth funds are increased in the following amounts:
WIA Adult 2012 2020 grant in the amount of $2,047
WIA Dislocated Worker 2012 2030 grant in the amount of $1,601
WIA Youth 2012 2040 grant in the amount of $1,911
 
3.      Includes Detail Section 5 below.   The City of Greensboro, on behalf of the Greensboro/High Point/Guilford County Workforce Development Board, entered into a lease agreement with the City of High Point for a building at 607 Idol Street in High Point to house the High Point JobLink Career Center that opened to the public on July 5, 2011.  The Welfare Reform Liaison Project is a partner in the JobLink Career Center System and entered into a five-year sublease agreement with the City of Greensboro to pay a portion of the rent for the High Point JobLink Center for office space used by its staff in the amount of $3,100.08 per year for a total of $15,501 beginning in November 2013.  
 
The 2013 Welfare Reform Rental Income Fund is established in the amount of $15,501.
 
 
4.      Includes Detail Section 6 below.   The Guilford County School system received a grant from the Cemala Foundation in 2013 to provide summer work experience for students in the Andrews High School Aviation Academy.  The school system partnered with the City's Office of Workforce Development to operate the program in the summer of 2013 and is providing reimbursement to the City for participant wages and staff administration.  
 
The PY 2013 Guilford County Schools Cemala Fund is established in the amount of $16,522.
 
5.      Includes Detail Section 7 below.   The NC Department of Commerce awarded a grant to the local Workforce Investment Act program on behalf of Qualicaps, Inc., a pharmaceutical capsule maker, to support on-the-job training expenses for approximately 46 dislocated workers to be hired and trained as part of a company expansion plan.  The funds are available until June 2015 or until they have been depleted.
 
The 2013 Qualicaps OJT Fund is established in the amount of $197,818.
 
BUDGET IMPACT:
 
The attached ordinance results in an increase of $239,910 to Workforce Investment Act Fund. This increase will be funded through grant funds, program income, and rental income.  No City funding is required.
 
RECOMMENDATION / ACTION REQUESTED:
 
It is recommended and requested that the City Council adopt the attached budget ordinance establishing and/or adjusting funding in the amount of $239,910 for Workforce Investment Act Local Area programs.
