PURPOSE:
The City Grant Policy requires Council approval on all grant applications requiring match funds. The Water Resources Department applied for State Clean Water Management Trust funds on April 7, 2014 through the NC Clean Water Management Trust Fund. Due to the timing of the grant application and the agenda preparation schedule, April 15th is the first opportunity for City Council to review this as an agenda item. In accordance with the Grant Policy, the City Council was provided information on the grant application approval request through the April 4th IFYI Report.

BACKGROUND:

The South Buffalo Creek Enhancement Project is a stream and wetlands restoration project that will enhance water quality and aquatic habitat in the South Buffalo Creek basin. Design of the project was funded in 2008; Phase I was funded for construction in 2012; and funding for Phase II was recently awarded in February of 2014. This application is for the final Phase III for construction along the southern edge of South Buffalo Creek. The goal of the project is to improve water quality by increasing aquatic habitat, decreasing sediment loads and decreasing nutrient loads to South Buffalo Creek.

The grant requires a match of $332,600 (50%) of the total Phase III project value of $665,200. If the application is approved and awarded, the funding will primarily cover construction costs. The project will be managed by existing Water Resources staff.


BUDGET IMPACT:
