PURPOSE:
Hazen & Sawyer, PC is being requested to provide engineering design services for the Townsend Water Treatment Facility Basin and Gravity Filter Improvements Project. City Council approval for contract 2013-133 with Hazen & Sawyer, PC in the amount of $545,000 is requested.

BACKGROUND:
This project provides for the design of gravity filter improvements and basin rehabilitation / improvements at the Townsend Water Treatment Plant. In order to improve overall treatment plant performance and curtail infrastructure deterioration, the project design will focus on replacing the filter surface sweeps with an air scour system, repair or replace the filter back wash troughs and replace the dual media in the nine treatment filters. Treatment filter operation automation improvements will be designed as well.

An evaluation and design of hydraulic and mixing improvements to flocculation basins #1, #2, and #3 will be performed in order to restore their function with up-to-date vertical mixing equipment. The deteriorating concrete sedimentation basin walls will be addressed in the design as well.

Once the design phase is complete, a future construction project in FY 15-16, will be presented to Council for award so the proposed improvements can be constructed.

As part of the design phase, Hazen &Sawyer will utilize the engineering services of S.L. King and Associates, Inc. a minority owned business (MBE) and Ellum Engineering, a woman owned business (WBE). Design services provided by these firms will comprise 10% of the total design contract amount.
