PURPOSE:
The adopted policy allows City Council to grant approval of connections outside of the City of Greensboro's corporate limits. This resolution will allow the developer to connect to the City water and sewer lines system already extended within Heron Point at Waterbury (Phase 6C) as it continues to develop in accordance with their approved plans.

BACKGROUND:
The City currently has public water and sanitary sewer lines located within Heron Point at Waterbury, Phase 6C. The development has secured various County and City approvals to date and this resolution will allow the development to continue.

On April 3, 2012, City Council adopted the "City of Greensboro Policy - Water & Sewer Services Outside the Corporate Limits" to address connections outside of the City of Greensboro's corporate limits.

Heron Point at Waterbury is not eligible for annexation at this time because it is located in Growth Tier 2 (2019-2025), all city services cannot be provided, and it is located closer to Whitsett's primary corporate limits then it is to Greensboro's corporate limits.

This resolution will allow water and sewer connection to continue within Heron Point at Waterbury, Phase 6C in anticipation of annexation in the future as the property becomes eligible.

BUDGET IMPACT:
This item will have no effect on future budgets since the developer will be responsible for the extension of utilities.
