PURPOSE:
City Council to consider construction of Euclid Street from Talley Street to Larson Street with curb & gutter on both sides on the basis of a Petition for Local Improvement. The proposed street construction will connect Euclid Street from Talley Street to Larson Street. City Council approval is required in order for the project to proceed.
 
BACKGROUND:
Per City Charter Section 6.136 & 137 a petition requesting roadway improvements was signed by the majority of the property owners who own a majority of the adjacent property frontage along the limits of the proposed Euclid Street improvement. The City Legal Department has verified the sufficiency of the petition and per City Charter 6.139 a Notice of Public Hearing was mailed to the owners on January 13, 2014. The public hearing will be held on February 4 for City Council to determine whether it will order the making of the improvement.
 
Currently there is no established funding source for this roadway improvement project. Unfunded projects are placed within the City's Capital Improvement Program (CIP) to be considered for prioritization and future funding. CIP project prioritization take into account adopted City plans, economic development, critical need, community support and identified funding sources. Based on the current CIP prioritization criteria, staff projects this improvement to rank below existing unfunded projects which already exist in the City's CIP. The lower CIP ranking would likely mean a lengthy delay before this project is funded.
 
At the last City Council meeting, staff was requested to provide additional information and possible options.  The options that exist are:
 
1.)       Council could deny the request and have the street remain as it is today.  With this option, the owner or developer would then be required to construct the roadway improvements, as is the current and common practice with other land development projects throughout the City.  The reason this request is before City Council is because the owner has the right by Charter to make his petition to City Council.  Without this option, staff would not recommend this project due to the lack of a public necessity.  
 
2.)      Council could approve the request and the project could be ranked with all other unfunded CIP roadway projects.  This would likely mean several years before the improvement would be made.  
 
3.)      The owner made mention of his concern of pedestrians crossing the creek in this location.  Staff has estimated a wooden bridge could be built across the creek at an estimated cost of $24,000. Additionally, staff has provided the following information as requested on water crossings in the City:
 
-      234 streams (most of them tributaries of known streams like North or South Buffalo) comprising approximately 1360 miles of stream length
-      77 sewer force main stream crossings
-      564 pressurized water mains stream crossings
-      342 sewer force mains and pressurized water mains in combination stream crossings
 
 
BUDGET IMPACT:
The estimated construction cost of this project is $134,000. The properties will be assessed at $23.00 per front foot for the curb & gutter as allowed by City of Greensboro Code of Ordinances. The projected recovery through assessments levied against the adjoining properties is approximately $11,500. Funding has not been established for this project. The project will be considered for future funding through the City's Capital Improvement Program (CIP) prioritization process and funding availability. The pedestrian bridge option would cost approximately $24,000.
 
RECOMMENDATION / ACTION REQUESTED:
Due to the lack of a public necessity for this roadway project, the Transportation Department does not recommend the construction of  Euclid Street from Talley Street to Larson Street on the basis of public necessity.
