PURPOSE:
CDM Smith, Inc. is being requested to provide construction administration and inspection services for the T. Z. Osborne Water Reclamation Facility (WRF) 56 Million Gallons per Day (MGD) Upgrade Construction Contracts. City Council approval for contract 2014-021 with CDM Smith, Inc. in the amount of $4,989,850 is requested.
 
BACKGROUND:
At the February 14, 2014 City Council work session Council members were briefed on a plan recommended by staff to decommission the North Buffalo Water Reclamation Facility (WRF) and upgrade the TZO WRF. For this project, the City plans to upgrade and expand the T. Z. Osborne Water Reclamation Facility (TZO) to 56 MGD to provide additional treatment capacity. The City also plans to decommission the North Buffalo Creek WRF, while making necessary upgrades to equalize and pump influent flow from both facilities.  The proposed professional services has a duration and scope covering all of the proposed infrastructure improvements that will be competitively bid and constructed in three distinct and separate construction packages. The first construction package will advertise in the second quarter of this year while the remaining two packages will follow shortly thereafter with approximately a three month lag between each contract Notice to Proceed date. The anticipated construction duration is 31 months to complete all 3 contracts [Package 1 (18 months), Package 2 (28 months), and Package 3 (24 months)].  This Agreement also includes compensation for additional design services to cover design rework as a result of the changes in the Jordan Lake Nutrient Management Strategy passed by the State Legislature in 2013.
 
As part of the inspection phase services, CDM Smith will utilize the engineering services of John Davenport Engineering, Inc. a minority owned business (MBE) located in Winston-Salem. Inspection services provided by this firm will comprise 11% of the total contract amount.
 
BUDGET IMPACT:
Funding in the amount of $4,989,850 is budgeted in the Water Resources Capital Improvements Fund account number 503-7023-06.5410 (Professional Services).  Compensation shall not exceed $279,850 in FY 2014, $1,647,000 in FY 2015, $2,073,000 in FY 2016 and $990,000 in FY 2017. Payments on this contract are contingent upon sufficient appropriations being approved by City Council in succeeding fiscal years. A budget adjustment is needed to use this account.
 
RECOMMENDATION / ACTION REQUESTED:
The Water Resources Department recommends approval of the contract for the T. Z. Osborne WRF 56 MGD Upgrade Construction Administration Services Contract (Contract 2014-021) with CDM Smith, Inc. in the amount of $4,989,850 and the associated budget adjustment.
