PURPOSE:
The North Carolina Department of Transportation annually awards Federal Transportation Planning Grant Funds to the City on behalf of the Greensboro Urban Area Metropolitan Planning Organization to support ongoing transportation planning activities. A budget ordinance is needed to add available funding to support FY 2013-2014 Unified Planning Work Program costs.

BACKGROUND:
The City of Greensboro receives annual Federal Highway Planning Grant funds (Section 104(f)PL) as the lead planning agency for the Greensboro Urban Area Metropolitan Planning Organization (MPO). These funds are administered by the North Carolina Department of Transportation (NCDOT) and are used to fund MPO transportation planning activities, which support the MPO's Unified Planning Work Program. The MPO Transportation Advisory Committee adopted the FY 2013-2014 Unified Planning Work Program on April 17, 2013. On February 26, 2014 the MPO Transportation Advisory Committee amended the MPO Unified Planning Work Program to include funds remaining from the FY 2012-2013 Unified Planning Work Program. The additional funding will enable the MPO to complete this year's work tasks, including staff work, consultant services, and model development activities.

BUDGET IMPACT:
This ordinance will add $130,000 in Section 104(f) PL funds, plus $32,500 in additional in kind service as a match. The in kind services requirement will be met through staff work performed by City employees.
