PURPOSE:
The City of Greensboro and the Greensboro Transit Authority (GTA) have received grant awards from the Federal Transit Administration (FTA) to support the purchase of two (2) replacement Hybrid Electric Vehicles (HEV) and six (6) replacement paratransit small buses. Council approval is requested to establish the grant funding for the purchase of the buses.

BACKGROUND:
The Federal Transit Administration awarded grant funds in the amount of $1,396,000 to support the purchase of two (2) Hybrid Electric Vehicles that will be used in GTA's fixed route service and six (6) small buses that will be used in GTA's Paratransit services. These funds will be used to replace the buses that have exceeded FTA's useful life standards both in years of service and mileage. The useful life standards are 12 years or 500,000 for a fixed route bus and 5 years or 200,000 for a partatransit bus.

It should be noted that the North Carolina Department of Transportation conducted a Request for Bid (RFB) process that included the vehicle needs of several North Carolina transit systems, including GTA. The subsequent contract was awarded to the Gillig Corporation for the purchase HEV buses and National Bus Sales for the purchase of small paratransit buses. The statewide procurement process resulted in a per unit cost savings and reduced the delivery time for the buses.

BUDGET IMPACT:
The City has been awarded federal funds not to exceed $1,396,000. This will require local matching funds in the amount of $285,928. These funds are budgeted in the following account: 564-4531-01.6565. The total pr...
