PURPOSE:
The purpose of the text amendment is to amend the Land Development Ordinance (LDO) to add the Fire Department as a member of the Technical Review Committee. The City Council is required to hold a public hearing on this amendment before considering its approval. Ordinance Text Amendment - TRC Membership
 
BACKGROUND:
Several months ago the review items for plans reviewed and approved by the Technical Review Committee (TRC) associated with the Fire Code were transferred from Building Inspections review point to a new, separate representative from the Fire Department. This was implemented to make the review process more comprehensive and timely and allows for the coordination of the building permit review with that of the site plan.
 
The TRC is composed of representative from Planning (Administration Division and Current Planning Division), Engineering and Inspections, Parks and Recreation, Transportation, and Water Resources (Engineering Division and Stormwater Division).
This amendment will add the Fire Department as a member of the TRC.
 
Since this will render the TRC with an even number of members (appointed staff), the amendment also contains a "tie breaker" provision (Directors) for voting.
 
BUDGET IMPACT:
This item will have no budget impact.
 
RECOMMENDATION / ACTION REQUESTED:
The Planning Board recommended these amendments at its February meeting on a vote of 9-0. Staff recommends that City Council receive citizen comments and consider adoption of the proposed text amendment.
