PURPOSE:
Under the Federal Transit Administration's Public Transportation Agency Safety Plan Final Rule, the Greensboro Transit Agency (GTA) must develop and implement a safety plan. This plan needs to be approved by the City Council.
BACKGROUND:
On July 19, 2018, the Federal Transit Administration (FTA) published the Public Transportation Agency Safety Plan (PTASP) Final Rule. This requires operators of public transportation systems that receive federal funds under FTA's Urbanized Area Formula Grants to develop safety plans that include the processes and procedures to implement Safety Management Systems (SMS). The plan must include safety performance targets. Transit agencies must certify that they have a safety plan meeting these requirements in place by December 31, 2020.
The Greensboro Transit Agency (GTA), in coordination with contracted public transportation provider Keolis North America, completed the safety plan draft in March 2020. After receiving feedback from City and Keolis staff and the Greensboro Urban Area Metropolitan Planning Organization (GUAMPO), the plan was completed in September 2020. The Greensboro Transit Advisory Commission has recommended City Council approve the Plan.
