PURPOSE:
Water Resources is requesting a change order to reimbursement agreement 2015-5194 with CIP Construction Company. The change order is needed to address identified utility conflicts and provide additional improvements needed to upgrade an existing undersized storm sewer system and water main along Lindsay Street and Eugene Street. In order to upgrade the required infrastructure and meet construction timelines specified for the Bellemeade Development, approval of the change order to contract 2015-5194 is requested.

BACKGROUND:
City Council authorized a reimbursement agreement with CIP Construction Company on June 16, 2015 for $188,280.87 to upgrade the existing undersized storm sewer system that runs along Lindsay Street. In conjunction with this work Water Resources Department is upgrading the downstream storm sewer system to accommodate the new development. The City also asked CIP to upsize the existing water line on Eugene Street to Battleground Avenue. The water line improvements are needed to improve fire flow and capacity available for the downtown area.

As part of the ongoing construction process, unforeseen underground utilities were found to be in conflict with the proposed utility layout. After completing field investigations and coordination meetings between CIP Construction, City Staff and utility companies with utilities on the site, changes to the original storm water and water line improvements for the site were needed.
