PURPOSE:
The adopted "City of Greensboro Policy - Water & Sewer Services Outside the Corporate Limits" allows City Council to grant approval of utility extensions and connections outside of the City of Greensboro's corporate limits and Water Sewer Service Area (WSSA) in order to provide significant economic benefit. This resolution approves the extension of water and sewer utilities to the Greensboro-Randolph Mega Site, located in Randolph County and authorizes City staff to proceed with engineering design, environmental studies and permitting activities in support of utility service for the site.

BACKGROUND:
The Greensboro-Randolph Mega Site, located near Liberty in Randolph County has been identified as an ideal location for attracting an auto manufacturing facility to North Carolina. North Carolina is the only south eastern state without a major automobile manufacturing/assembly plant. The City of Greensboro recognizes that in order to make the site as attractive as possible to a potential automobile manufacturer, basic infrastructure, to include water and sewer utility service has to be provided prior to site development.

Due to the limited window of opportunity to market the site and with the goal of providing a significant economic development opportunity for the region and Southeast Greensboro the need exists to initiate engineering design and permitting associated with the water and sewer infrastructure required to support the Greensboro-Randolph Mega Site in adjacent Randolph County.
