PURPOSE:
As a condition of receiving federal Housing and Urban Development (HUD) formula grants funds, the City of Greensboro must submit an Annual Action Plan that outlines the implementation of annual funding. The City’s Citizen Participation Plan provides requirements for public process when a substantial amendment to the Annual Plan is proposed. Neighborhood Development proposes to substantially amend the 2019-2020 Annual Plan by funding a new project not previously described in the Annual Plan.
BACKGROUND:
The Third Substantial Amendment to the 2019-2020 Action Plan is to program and authorize $200,000 of FY 2019-2020 CDBG funds for the creation of a Neighborhood Reinvestment project. Neighborhood Reinvestment is identified as a main strategic goal in the Greensboro 10-year affordable housing plan, Housing GSO, to increase the affordable housing in the community.
BUDGET IMPACT:
$200,000 in FY 2019-2020 CDBG funds for the purpose of Neighborhood Reinvestment.
RECOMMENDATION / ACTION REQUESTED:
Request that Council adopt the attached resolution to authorize submission of the third substantial amendment to the 2019-2020 Annual Action Plan and authorize the use of FY 2019-2020 CDBG funds.
