PURPOSE:

A budget ordinance is needed to increase the required local match for FFY 2020 FTA Section 5307/5339 grant.

BACKGROUND:

According to FTA recommendations, the City’s FFY 2020 FTA 5307 and 5339 apportionments have been combined into one super grant.  The City will be using FFY 2020 FTA Section 5339 funds to acquire an overhead fast charging station for the City’s electric bus fleet. This charging station will be located at the J. Douglas Galyon Depot. This project was originally booked with at an 85/15 federal/local funding split. However, infrastructure projects have a required 80/20 federal/local funding split.  This requires an increase to the local match from $102,076 to $144,608.

BUDGET IMPACT:

The City will be required to increase local matching funds by $42,532. These local matching funds are budgeted in the Transit Operations Account 564-4531-01.6567.

The original funding was:

$578,431                     Federal (85%)

$102,076                     Local (15%)

$680,507

The revised funding is:

$578,431                     Federal (80%)

$144,608                     Local (20%)

$723,039

RECOMMENDATION / ACTION REQUESTED:

The Department of Transportation recommends and requests that the City Council approve the attached budget ordinance increasing the local match for the FFY 2020 FTA Section 5307 Transit Security and Routine Capital Assistance Grant Program and Section 5339 Bus and Bus Facilities Grant Program.
