PURPOSE:
The City of Greensboro Metropolitan Planning Organization (through the City) recently received a grant award from the Federal Transit Administration (FTA) and North Carolina Department of Transportation (NCDOT) in a combined amount of $191,340 to support on-going short-range service planning activities for the Greensboro Transit Authority. A budget ordinance must be approved to establish the budget for this grant and allow the expenditure of funds.
BACKGROUND:
At the May 20, 2014 meeting, City Council adopted a resolution authorizing the City to apply for federal funds in the amount of $170,080 and state funds in the amount of $21,260 for a total award of $191,340. This grant allows the City (through the Public Transportation Division) to conduct a feasibility study of upgrades, modernization, and capacity expansion needs for the J. Douglas Galyon Depot. Grant funds will also be used to conduct an assessment of the Higher Education Area Transit (HEAT) service, focusing on an evaluation of ridership and schedule adherence by route. The grant also supports one full-time Transit Services Planner position for the City of Greensboro - Public Transportation Division.

BUDGET IMPACT:
The City will be required to provide matching funds in the amount of $21,260. These funds are budgeted in the Transit Operations Account No. 564-4531-01.
