PURPOSE:
This request is pursuant to policy requiring City Council approval of all contracts exceeding $300,000. This contract enables supplemental fire protection and emergency services to annexed areas of the city that are not currently within the city's urban standard of emergency response coverage and to meet annexation requirements of North Carolina General Statutes (NCGS). Council is requested to approve the execution of this contract.

BACKGROUND:
For many years, Greensboro City Government has contracted with the Pinecroft-Sedgefield Fire Department, Inc. to provide supplemental fire protection and emergency service response to identified areas of the City of Greensboro where the partnership improves service delivery to people in need and makes sense economically.

The Greensboro Fire Department (GFD) has an excellent, seamless relationship with the Pinecroft-Sedgefield Fire Department, Inc. and the organizations have collaboratively demonstrated over many years that they provide excellent service to Greensboro residents and businesses. The GFD has established a baseline objective to place a first-due fire unit, staffed with a minimum of three firefighters, on all moderate fire responses within 6 minutes and 40 seconds from the time the emergency call is received. A contract with the Pinecroft-Sedgefield Fire Department enables GFD to meet this objective in the affected response areas.

This partnership method of contracting is appropriate where areas have been annexed that need supplemental fire protection services and a responsible contracting fire department is available.
