PURPOSE:
Bids have been received for the W. Market Street Intersection and Sidewalk Improvements (Contract 2012-107 (EL-5101 DP)). City Council approval of an award to Atlantic Contracting Company, Inc. in the amount of $659,464.95 is requested.


BACKGROUND:
This contract consists of approximately 2600 SY of sidewalk installation along with associated ADA compliant curb ramps. It also includes reconfiguration of the intersection to remove two 'slip lanes' at Walker Avenue and United Street. The bids were opened on April 10, 2014 and the apparent lowest, responsible bidder was Atlantic Contracting Company, Inc. (Greensboro, NC) with a bid of $659,464.95. Atlantic Contracting Company is a certified WBE and DBE. WBE is Women Business Enterprise and DBE is Disadvantage Business Enterprise. Both are North Carolina state certifications.

The DBE goal was: DBE 9%. The contractor met the goals at: DBE = 9.9%.

The City has a municipal agreement with the NC Department of Transportation for the construction of this project. The initial budget was established at $400,000.
