PURPOSE:
A resolution needs to be approved in order to extend the existing contract with Veolia Transportation Services Inc. through September 1, 2014.
BACKGROUND:
The City recently initiated a Request for Proposal (RFP) solicitation process to hire a Contractor to provide transit services. During the RFP process it was determined that an independent cost estimate needed to be completed in order to comply with FTA requirements. The completion of the independent cost estimate delayed the RFP process by 2 months and the RFP was re-issued December 18, 2014 with the proposals due date extended to March 27, 2014. Evaluation of the proposals began on March 28, and it was determined that a 2'nd Best and Final Offer (BAFO) would be requested of the proposers along with a second round of interviews. The 2'nd round of interviews were conducted April 17 and the 2'nd BAFO's were received on April 28. The evaluation and selection committee completed their review of the proposals on April 30 and made a final recommendation to the GTA Board on May 8, 2014.
At the May 8, 2014 GTA Board Meeting and the June 3, 2014 City Council Meeting, the GTA Board and the City Council, respectively, awarded the new contract to Veolia Transportation Services, (the Incumbent), effective September 1, 2014.
The RFP anticipated a two month transition for a new service provider. In order to comply with the RFP, a two-month extension of the current transit service contract is required.
