PURPOSE:

The City of Greensboro has received funds from the Federal Transit Administration (FTA) to support eligible expenses for the Federal Fiscal Year (FFY) 2018 FTA Section 5339c Low or No Emission Grant.  A budget ordinance must be approved to allow the expenditures.

 

BACKGROUND:

The FTA Section 5339c Low or No Emission Competitive program provides funding to state and local governmental authorities for the purchase or lease of zero-emission and low-emission transit buses as well as acquisition, construction, and leasing of required supporting facilities. The City of Greensboro received $1,900,000 in 5339c funding to be used to support the purchase of three (3) 40 foot zero emission electric buses for GTA’s fixed route service. These buses will replace three (3) buses that have exceeded FTA’s useful life standards. The useful life standards are 12 years or 500,000 miles for a heavy duty fixed route bus.

 

The City awarded a contract to Proterra Inc., after a competitive bid process, on January 1, 2018 for electric buses. This contract extends to September 30, 2022. The City will purchase these three (3) replacement buses off of this contract.

 

BUDGET IMPACT:

Funding for this contract will be as follows:

 

$1,900,000    Federal (85%)

$  335,294     Local Bond Funds (15%)

$2,235,294   

 

Local matching funds are budgeted in 2016 Transportation Bond account 481-4531-01.6567.

 

RECOMMENDATION / ACTION REQUESTED:

The Department of Transportation recommends and requests that the City Council approve the attached budget ordinance establishing $2,235,294 for the FFY2018 FTA Congestion Mitigation Air Quality grant.
