PURPOSE:
Charles E. Bray is requesting rezoning from R-3 (Residential Single-Family) and RM-8 (Residential- Multi-Family) zoning districts to CD-RM-8 (Conditional District- Residential Multi-Family) for property located at 4310 Four Farms Road, generally described as east of Four Farms Road, north of Drawbridge Parkway, and west of Battleground Avenue.
As this request is associated with an amendment to the Generalized Future Land Use Map (GFLUM) and since the Zoning Commission's vote was not unanimous (approved 7-1), the City Council will conduct a public hearing to consider and take action on this request at its July 15, 2014 meeting.
BACKGROUND:
Following a public hearing on June 9, 2014, the Zoning Commission voted 7-1 to approve this request. One person spoke in favor of the request and none in opposition. (See attachment B: Minutes of the June 9, 2014 Zoning Commission meeting). Because the Zoning Commission's decision to approve the request was not unanimous, this request will be heard by City Council.
The proposed rezoning request to CD-RM-8 (Conditional District- Residential Multi-Family) includes the following conditions:
1. The site shall be limited to a maximum of 75 single family or townhouse dwelling units.
2. Height shall be limited to a maximum of two stories.
3. 50% of exterior surfaces shall consist of brick or stone.
4. No internal illumination of signs.
