PURPOSE:
Pursuant to Session Law 2013-407 signed by the Governor on August 23, 2013, the City of Greensboro is required to participate in North Carolina 811, Inc., a call center that refers requests for utility locates.  City Council approval of a membership agreement is requested.
 
BACKGROUND:
Utilities with more than 50,000 customers or 1,000 miles of facilities are required to join North Carolina 811, Inc. by October 1, 2014.  This service provides a one-call solution to all utility locates needed by a customer before digging.  This service will send a work order to the City, the City will perform the locate service if City water or sewer lines are impacted, and the City will close the request when the work is complete.  Currently, customers must call the City to attain this service for water and sewer lines.  
 
BUDGET IMPACT:
With the current call volume history, it is estimated that the annual cost to participate will be around $8,000. This will be funded within the annual operating budget for the Water Resources Department.
 
RECOMMENDATION / ACTION REQUESTED:
The Water Resources Department recommends and requests City Council Approval of a membership agreement with North Carolina 811, Inc.
