PURPOSE:
Hazen & Sawyer, PC is being requested to provide construction engineering services for the Townsend Water Treatment Plant Basin and Gravity Filter Improvements Project. City Council approval of a contract with Hazen & Sawyer, PC in the amount of $1,537,000 is requested.

BACKGROUND:
The Townsend Water Treatment Plant Basin and Gravity Filter Improvements Project consists of the construction of filter and basin rehabilitation improvements at the Townsend Water Treatment Plant. The project is intended to improve overall treatment plant performance in the basins and filters and curtail infrastructure deterioration. The construction project will focus on replacing the filter surface sweeps with an air scour system, repair the filter back wash troughs and replace the dual media in the nine treatment filters. Treatment filter operation automation improvements will be constructed and rehabilitation of the treatment plants three sedimentation basins will also be performed. Finally, a new building for lime slurry and Powered Activated Carbon (PAC) chemical systems will be built.

The proposed Construction Engineering Services will be provided by the engineering team that designed the project. As was the case during the design phase, Hazen & Sawyer will utilize the engineering services of S.L. King and Associates, Inc. a minority owned business (MBE) located within the City's Metropolitan Statistical Area (MSA). Construction services provided by S.L King and Associates will comprise 17.3% of the total contract amount.
