PURPOSE:
Authorize execution of a Municipal Agreement with the North Carolina Department of Transportation (NCDOT) for sidewalk construction on McKnight Mill Road and Hicone Road within the limits of the Urban Loop Project (U-2525 B).

BACKGROUND:
As part of the City's involvement in the planning of the Urban Loop, Staff has requested curb and gutter and sidewalk improvements to streets that cross the Urban Loop within the City's jurisdiction. NCDOT will extend the curb and gutter and sidewalk within the project's limits for an approximate 800 feet of sidewalks. City requested widening improvements to Hicone Road to be constructed with curb and gutter and sidewalks within the projects limits for an approximate 3,720 feet of sidewalks.

Per NCDOT policy, the State will cover 50% of the sidewalk construction costs within the limits of the Urban Loop. The remaining 50% must be funded by the City.

The Municipal Agreement establishes the terms on which the NCDOT must conform in order to receive reimbursement from the City for construction of the sidewalks including, billing procedures, maintenance and funding responsibilities. The City is to provide NCDOT a 50% local match of $42,263.

BUDGET IMPACT:
The City will reimburse NCDOT for 50% of project's sidewalk Construction costs up to $42,263 from account #401-6010-03.6015

RECOMMENDATION / ACTION REQUESTED:
The Department of Transportation recommends and requests that the City Council adopt the resolution to authorize the City Manager to execute the municipal agreement.
