PURPOSE:
Title 21, United States Code, Section 881 (e) allows local law enforcement agencies to share in the proceeds from the sale of seized assets and cash from certain criminal investigations. The Greensboro Police Department has identified a portion of these funds to purchase two explosive protection suits and four tactical heavy body armor vests for the Hazardous Device Team. To expend these funds, City Council approval of a budget ordinance is required.
BACKGROUND:
Title 21, United States Code, Section 881 (e) allows local law enforcement agencies to share in the proceeds from the sale of seized assets and cash from certain criminal investigations. Equitably shared funds shall be used by law enforcement agencies for law enforcement purposes only.
The Greensboro Police Department's Hazardous Device Team (HDT) is a regional team, providing services not only within Greensboro, but to multiple jurisdictions in surrounding counties on a regular basis. Requests for assistance include Explosive Ordinance Disposal (EOD) and Render Safe Procedures (RSP) on suspicious items, as well as supplementing Special Response Team (SRT) teams. Approximately 10% of HDT activations are as a supplemental element to the police department's Special Response Team (SRT) in order to provide explosive breaching capabilities and robotic surveillance. HDT is activated on average fifty (50) times per year.
