PURPOSE:
The purpose of this Memorandum of Agreement (MOA) is allow the State of North Carolina, the Division of Emergency Management to loan the City of Greensboro a 1995 International Crew Cab Tractor to be used by the Greensboro Fire Department (GFD) as a secondary prime mover for the Regional Hazardous Materials Response Team (RRT 5).
 
BACKGROUND:
The regional hazardous materials response program is a state funded program that enables the GFD to utilize advanced equipment and have access to training that would not be possible within the city's General Fund.  The original 1995 state owned prime mover vehicle included in the program was replaced by the State of North Carolina in October 2014. The State has offered to loan the original vehicle to the GFD. The vehicle will provide additional moving capability to move auxiliary trailers and equipment to protect human life, property and the environment in the event of a local or regional emergency.
 
BUDGET IMPACT:
The MOA has no attached expenses; however, the City of Greensboro will assume all maintenance, inventory, upkeep and operation of the 1995 Tractor. These types of expenses are projected to be minimal, and are offset by the value of being able to utilize the vehicle.  
 
 
RECOMMENDATION / ACTION REQUESTED:
The Fire Department requests that the City Council approve the attached MOA between North Carolina Emergency Management and the City of Greensboro for the acceptance of the 1995 Tractor.
