PURPOSE:
The City of Greensboro is the grantee for the federal Housing Opportunities for Persons with AIDS [HOPWA] program grant serving Guilford, Rockingham and Randolph Counties. Central Carolina Health Network has been selected by the State of North Carolina to administer state and federal HIV/AIDS funding for our region. City Council approval is requested to execute a professional services agreement for $528,148 with Central Carolina Health Network for HOPWA grant administration and services.
BACKGROUND:
The Department of Housing and Urban Development notified the City of Greensboro in 2011 that Guilford, Randolph and Rockingham Counties are eligible to receive Housing Opportunities for Persons with AIDS (HOPWA) grant funds. The eligibility was based on HIV/AIDS incidence data from the Center for Disease Control. The HOPWA grant addresses the housing needs of low-income persons living with HIV/AIDS, primarily through tenant based rental assistance and short term housing, mortgage and utility assistance. In accordance with federal statute, Greensboro, as the most populous city, is the designated HOPWA grantee. In the lead role, Greensboro is responsible for ensuring that funds are used in compliance with federal regulations and for ensuring that all monitoring and reporting is performed.
