PURPOSE:
Authorize the execution of a Municipal Agreement with the North Carolina Department of Transportation (NCDOT) for sidewalk construction on Horse Pen Creek Road within the limits of the Urban Loop Project (U-2524 C).
BACKGROUND:
The City of Greensboro plans to widen Horse Pen Creek Road to a four lane divided roadway with sidewalks beginning in 2016. Also, the NC Department of Transportation's (NCDOT) contract to construct the Western Urban Loop (U-2524 C) from Bryan Boulevard to Battleground Avenue is underway. Because the two projects intersect and their timeframes are likely to overlap, NCDOT has included the necessary improvements to Horse Pen Creek Road in the Western Urban Loop construction contract.
Per their Policy, the NCDOT agrees to fund Horse Pen Creek Road bridge construction costs, as well as the roadway widening costs on the approaches to the bridge within the limits of the Urban Loop. In addition, the NCDOT plans to cover 50% of the sidewalk construction costs on the approaches to the bridge within the limits of the Urban Loop. A 50% match will also be required from the City. The total cost to construct sidewalks along the widened portion of Horse Pen Creek Road as it approaches the bridge over the Urban Loop is $12,872. Since the City would have had to fund 100% of the costs without the Urban Loop project, this agreement represents a significant cost savings to the City for the Horse Pen Creek Road project.
