PURPOSE:
The Greensboro Parks and Recreation Department has been awarded a Blue Cross and Blue Shield of North Carolina Foundation equipment grant valued at $5,000. The grant will support the mobilization of a mobile farmers' market which will provide access to healthy foods in underserved areas in addition to serving youth ages 5-12 through the community recreation centers' out-of-school programs. To accept this grant, a budget ordinance is requested for approval from Greensboro City Council in accordance with current City fiscal procedures. The budget ordinance requested is $5,000, which reflects the amount of grant funding which the City will receive directly from the funder.

BACKGROUND:
Consistent with the City's commitment to addressing food insecurity, the Parks and Recreation Department is partnering with the Guilford County Department of Public Health to convert and up-fit a City-owned school bus for service as a mobile farmers' market. The $5,000 funding received from this grant will be coupled with $15,000 in funding from a United Way grant received by the Guilford County Department of Public Health in support of this effort. Once completed, the mobile farmers' market will provide fresh produce and nutrition education to those in areas with limited access to healthy food options, including 17 Census tracts in the greater Greensboro area which are identified as food deserts. The City and the County continue to involve other partners as they determine the best operations model for the mobile farmers' market.
