PURPOSE:
City Council approval is requested for a utility construction reimbursement agreement with Shady Grove Wesleyan Church in an amount not to exceed $75,000.00 for the installation of a 16-inch water line along North Bunker Hill Road. This reimbursement will be made pursuant to N.C.G.S. 160A-320, which allows the City to reimburse a contractor for improvements to the water and sewer system. City Council approval is requested for the reimbursement agreement in order to support the proposed new development at the church and their facility-wide transition to the City's drinking water supply. The water line installation is supported by the Department's capital improvement program and master planning efforts to provide future system expansion and improve distribution system water quality.
BACKGROUND:
Shady Grove Wesleyan Church is located at 119 N. Bunker Hill Road in Colfax. In order to support the future expansion of facilities at the church site and the associated building fire sprinkler system, a connection to the City's water distribution is desired.
A 16-inch city water main is currently located along West Market Street. The church has agreed to pay for the installation of approximately 1,160 L.F. of 8-inch water main along Bunker Hill Road from an existing 16-inch stub located at the intersection of West Market Street and Bunker Hill Road running north approximately 1,160 feet across the property limits.
