PURPOSE:
The Property Management Section of the Engineering & Inspection Department is in the process of selling a portion of City owned property (easements) to Colonial Pipeline Company for the relocation of gas lines. The current gas lines fall within the construction area of the Western Section of the Outer Loop being constructed by NCDOT. The portion of the property that Colonial Pipeline is purchasing from the City consists of easements for new gas lines. City Council approval is requested for the sale of the easements.

BACKGROUND:
NCDOT is in the process of constructing the Western Section of the Outer Loop. Colonial Pipeline currently has a gas line within the construction limits of that project. A portion of City owned property located at 3920 YY Cotswold Avenue, is required for Colonial Pipeline to relocate their current gas line. This acquisition by Colonial Pipeline consists of 23,695.42 Sq. Ft. (0.54 acres) of permanent utility easement and 32,021.94 Sq. Ft. (0.74 acres) of temporary construction easement. Colonial Pipeline will need to relocate the current gas lines to allow the Outer Loop construction to continue. The City's Water Resources Department has reviewed Colonial's planned use of the property and has approved the easement. The easements are on property acquired by Water Resources for installation of a sewer lift station. The easements will not interfere with the City use of the property for the lift station.
