PURPOSE:
The Department of Engineering & Inspections, in partnership with the Department of Water Resources is requesting Council approval of an assessment roll for an existing 16" water line at the intersection of Pleasant Garden Road and Diamond Hill Court southwest to 3326 Pleasant Garden Road. City Council, as provided by law, is required to hold a public hearing and approve the assessment roll before the pending charges can be levied against the abutting property.

BACKGROUND:
City Council previously approved the annexation of the area effective June 30, 2008. As provided for in City Charter Section 6.134 (b) & 6.138 (b) (d), City Council adopted a resolution on January 6, 2009, in serving the best interest, safety and welfare of the general public, upon recommendation from the Department of Water Resources to extend its water delivery system in order to provide connectivity and improved water quality as part of the City initiated annexation process. The contract is complete and the total project construction cost has been determined. A portion of the improvement costs is assessed against the abutting property at $12.00 per foot frontage for the improvement. During the October 16, 2014 work session, City Council approved the staff recommendation to hold in abeyance water and sewer assessments of any property not currently connected to services.
