PURPOSE:
The Property Management Section of the Engineering & Inspection Department is in the process of replacing previously purchased right-of-way with an easement to be purchased from William and Cynthia Holt of 2001 Fleming Road (Parcel #0076438) for the amount of $561.
BACKGROUND:
The Transportation Department is in the process of constructing the Fleming Road Widening and Relocation Project. Property, including all the required right-of-way, has been purchased for the project.
As a result of the proposed road construction, Colonial Pipeline was originally going to require pipeline encasement and relocation work that would cost the City approximately $2.1 million dollars. However, following further negotiations with the Colonial Pipeline, they agreed that if recently purchased right-of-way at 2001 Fleming Road were changed to a roadway/sidewalk easement, then the pipeline encasement and relocation work would not be necessary. This agreement is saving the City that cost.
To comply with the agreement with Colonial, 561 SF of right-of-way must be abandoned back to the original owner and the City will subsequently acquire the same 561 SF as a roadway/sidewalk easement. The cost of this will be approximately $561.00.
BUDGET IMPACT:
Funds for the purchase of the easement in the amount of $561 are in the Transportation grant account 401-4552-01.6012 A12093.
