PURPOSE:
The Property Management Section of the Engineering & Inspection Department is in the process of selling a portion of City owned property (easements) to the Colonial Pipeline Company for the relocation of their gas line. The portion of the property that Colonial Pipeline is purchasing from the City consists of easements for new gas lines. City Council approval is requested for the sale of this City owned property.
BACKGROUND:
NCDOT is in the process of constructing the Western Section of the Outer Loop. The Colonial Pipeline Company currently has a gas line within the construction limits of that project. A portion of City property located at 3846 Battleground Avenue is required for Colonial Pipeline to relocate their current gas line. This acquisition by the Colonial Pipeline consists of 2,332.29 Sq. Ft. (0.05 Acres) of permanent utility easement. Colonial Pipeline will need to relocate the current gas lines to allow the Western Section of the Outer Loop construction to proceed. The City's Water Resources Department has reviewed Colonial's planned use of the property and has approved the easement.
The property is located at 3846 Battleground Avenue, parcel #0080317. The easements to be acquired by Colonial were appraised by Ann L. Graham with McNairy & Associates, LLC and the value given for these easements is $1,000.00. Property Management reviewed the appraisal and has determined that this offer is in line with the current values for this area and should be accepted.
