PURPOSE:
The Property Management Section of the Engineering & Inspections Department is in the process of acquiring Right of Way and Easements for the Wendover Avenue West Sidewalk Project. City Council approval is requested for the acquisition of this property.
 
BACKGROUND:  
The Transportation Department has approved sidewalk construction on West Wendover Avenue.  The project will improve pedestrian safety on one of Greensboro's most heavily traveled thoroughfares.  Construction is scheduled to start prior to August 2016.  
 
The subject property is located at 3701 West Wendover Avenue (parcel #0057703). This property is owned by the United States of America and is used for the Postal Service Bulk Mail distribution facility. The property to be acquired was appraised by Dick Foster of Foster Appraisal Services, Inc., with a value of $54,810.   After lengthy negotiations the owner has agreed to $80,000 (a 46 % increase).  Eminent Domain cannot be used for acquisitions of this property since it is a government entity.  
 
The zoning for the property is HI (High Industrial). The necessary acquisitions are: Right-of-Way of 746 Sq. Ft., (.17 acre), Permanent Sidewalk Easement of 14,533 Sq. Ft., (.33 acre) and Temporary Construction Easement of 9,579 Sq. Ft., (.22 acre).  
 
BUDGET IMPACT:
The funding for this acquisition is budgeted in Account #471-4502-15.6012, Activity #A11171.
 
RECOMMENDATION / ACTION REQUESTED:
The Property Management Section of the Engineering & Inspections Department recommends approval of the acquisitions in the amount of $80,000.
