PURPOSE:
The Police Department would like to contract with a vendor to design the second floor of the Police Department Headquarters, 320 Federal Place, to accommodate police administration currently located at 300 W. Washington Street. The department would also like to contract with a vendor to design the Forensic Services Division's proposed upgrade at the Western Police Substation, 300 S. Swing Road. Both design projects will be funded by North Carolina Unauthorized Substances Tax proceeds.

NCGS 105.113.105 allows local law enforcement agencies to share in the North Carolina Unauthorized Substances Tax proceeds. The NC Department of Revenue distributes a percentage of the excise tax proceeds to the local law enforcement agencies which conducted the investigation of the dealer that led to the assessment. A budget ordinance needs to be approved by City Council to permit the expenditure of funds.

BACKGROUND:
The Police Headquarters building has been partially renovated; however, 3.5 floors have not and design plans to do so have not been completed. The department wishes to contract with a vendor to provide schematic design, construction documents and construction administration services for the second floor of the new Headquarter of the Greensboro Police Department.
Furthermore, the State of North Carolina enacted the Forensic Sciences Act March 31, 2011. Senate Bill 200 extends the time for local forensic science labs to become accredited from July 1, 2013 to July 1, 2020. The department would like to contract with a ...
