PURPOSE:
The bids for Contract 2014-038A (South Buffalo Water Quality & Habitat Improvement - Phase II) have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to North State Environmental, Inc. in the amount of $524,363.71.
BACKGROUND:
In an effort to improve the habitat and water quality of South Buffalo Creek in the vicinity of Farragut Street the second of three construction projects is ready to commence. This Phase II construction project consists of all labor, equipment, materials, and incidentals to support stream restoration activities along a 1,100 foot section of South Buffalo Creek. Specific work includes slough stream creation, stream channel bank shaping, and floodplain grading. It also includes installing bank stabilization best-practices, placing in-stream structures, furnishing and planting live plant materials, and seeding and mulching of the slopes. A grant to support the funding for constructing Phase III was recently awarded to the City by the NC Clean Water Management Trust Fund (CWMTF). The third and final phase of construction will take place next year.
The bids were opened on September 16, 2014 and the apparent lowest, responsible bidder is North State Environmental, Inc. (Winston-Salem, NC) with a bid of $524,363.71.
The M/WBE utilization goal was MBE 3% and WBE 5%.The contractor's commitment is MBE 3% and WBE 5%. The MWBE Office confirmed the goals were met by the contractor.
