PURPOSE:
The attached resolution authorizes the City to execute a Municipal Agreement with North Carolina Department of Transportation (NCDOT) for Aycock Street and Walker Avenue Pedestrian Improvement Project.
BACKGROUND:
At its January 2014 meeting the MPO Transportation Advisory Committee acted to direct available federal Transportation Alternatives Program (TAP) funding to the City of Greensboro for the Aycock Street & Walker Avenue Pedestrian Improvement Project (U-5532A). NCDOT has provided a municipal agreement for the provision of these funds and the implementation of this project. This project involves intersection improvements at the intersection of Aycock Street and Walker Avenue to include: 1) reconstruction of wheelchair ramps; 2) removal of one northbound travel lane on Aycock Street from the intersection to the interchange with West Market Street; 3) signage; 4) pavement markings; and 5) signal modifications. This intersection has been identified as the most dangerous intersection for pedestrians in the City of Greensboro based on a composite crash frequency and severity score. This project will improve pedestrian safety at this intersection by reducing crossing width and improving signage, markings, and signalization. UNCG has previously requested improvements at this location and is on record as strongly supporting these intersection improvements.
The proposed Municipal Agreement provides for the City to start the design the project in Federal Fiscal Year 2014 and to start the construction phase of the project in Summer 2015. ...
