PURPOSE:
Amend the municipal agreement with North Carolina Department of Transportation (NCDOT) and approve associated budget ordinance to add right of way and construction funding for the Lowdermilk Street and Holts Chapel Road Sidewalk Project (EL-5101 DM).
BACKGROUND:
On February 24, 2011 the Transportation Advisory Committee directed $352,000 in Surface Transportation Program-Direction Apportionment (STP-DA) Funds (with an $88,000 local match) to the City of Greensboro for sidewalk design on Lowdermilk Street from Cameron Street to Holts Chapel Road; and Holts Chapel Road East Market Street to Franklin Boulevard (project EL-5101 DM). The City Council approved a municipal agreement for the needed design and environmental documentation work on July 19, 2011. On July 31, 2013 the Greensboro Urban Area MPO Transportation Advisory Committee directed an additional $2,800,000 in federal STP-DA funds to assist the City with the project right-of-way and construction costs.
This sidewalk construction will improve pedestrian safety, fill a significant gap in the sidewalk system, and improve access to transit, neighboring land uses, parks and other amenities. Curb and gutter will be provided where none exists to facilitate sidewalk construction and improve storm water drainage. There is strong support for the project from residents in the area and the Heath Community Organization.
