PURPOSE: The Water Resources Department requests a resolution rejecting all the bids submitted for the May 15, 2014 bid opening and the September 11, 2014 bid opening for the Rock Creek Force Main Project. Rejecting all of the bids will allow the Water Resources Department to combine this project with the Stewart Mill Road Lift Station and Force Main Project in order to provide efficiencies in both scope and price for both projects.
BACKGROUND: On May 15, 2014, the City opened bids from contractors seeking to construct the City's Rock Creek Force Main project. After requirements necessitated the re-solicitation of this project, the City again opened bids from contractors for this project on September 11, 2014. A force main is a pressurized pipe system that is typically part of a Lift Station (also called a pumping station) that pumps the sewage uphill through the force main and ultimately to a sewage treatment facility. After these bids had been opened, the Water Resources Department considered the overall timing of the Rock Creek Force Main Project and the Stewart Mill Road Lift Station and Force Main Project. Since the Stewart Mill Road Lift Station and Force Main Project is scheduled to be advertised at the end of July 2015, and the estimated 540 days of construction time it would take to build the Stewart Mill Road Lift Station is more than enough time to build the Rock Creek Force Main simultaneously, Water Resources determined that it could obtain cost savings by constructing both projects simultaneously.
