PURPOSE:
The North Carolina Department of Transportation has awarded the City the FY 2014-2015 Federal Transportation Planning Grant Funds on behalf of the Greensboro Urban Area Metropolitan Planning Organization. A budget ordinance needs to be approved by City Council to permit the expenditure of funds.

BACKGROUND:
As the lead transportation planning agency for the Greensboro Urban Area Metropolitan Planning Organization (MPO), the City of Greensboro receives annual Federal Highway Planning Grant funds (Section 104(f)PL). These funds are administered by the North Carolina Department of Transportation (NCDOT) and are used to fund transportation planning related activities, which support the MPO's Unified Planning Work Program. The MPO Transportation Advisory Committee adopted the FY 2014-2015 Unified Planning Work Program on April 23, 2014 based on a funding availability statement provided by NCDOT.

For FY 2014-2015, the City has received notification from the NCDOT that $457,329 is available to cover 80% of the transportation planning expenses. Since this is a grant program, a $114,332 local (in-kind services) match is required to leverage these funds. The City may also receive funds from other local governments up to $10,000 to support studies conducted by the MPO. Therefore up to $581,661 is available for transportation planning in FY 2014-2015.

BUDGET IMPACT:
This grant requires a local match of $114,332 which will be provided through in-kind services. The funding breakdown is as follows:
