PURPOSE:
The Water Resources Department requests a change to the Rules and Regulations for the Operation of the Water and Wastewater System (Rules) to remove the requirement for property owners to connect to water and sewer within ten years of availability or annexation. City Council approval is required for all changes to these Rules.
BACKGROUND:
Section 6.81(b) of the Charter of the City of Greensboro and Section 29-6 of the Greensboro Code of Ordinance authorizes the adoption of Rules and Regulations for the Operation of the Water and Wastewater System of the City of Greensboro (Rules).
In accordance with the direction provided at the October 16th work session to defer the payment of assessments until the time of connection, Water Resources is proposing to lift the requirement for property owners to connect within 10 years of service availability. This places the time of connection and subsequent payment of assessments entirely at the discretion of the property owner. To facilitate this change in procedure, modifications to the Section C of the Rules are proposed.

No immediate budget impact is expected.

Water Resources recommends and requests that City Council approve these changes to the Rules and Regulations for the Operation of the Water and Wastewater System of the City of Greensboro effective December 2, 2014.
