PURPOSE:
The Greensboro Coliseum requires contracted support for Coliseum janitorial labor during and preparing for events. The current janitorial labor contract is scheduled to end on June 30, 2014. Under the City Service Contract Policy, the new labor contract, which is expected to exceed $300,000 in total multi-year value, requires Council approval.
BACKGROUND:
The Centralized Contracting Division recently conducted a competitive Request for Proposals (RFP) for Janitorial Services in the Greensboro Electronic Procurement System (GEPS Event #7267). One hundred and three contacts from firms registered in the State's Historically Underutilized database were sent an outreach email inviting them to participate in the RFP. All vendors registered in GEPS under the janitorial service related commodity codes also received electronic email notification from the GEPS system. Of the solicited firms, five responded. The evaluation of submittals was based on capacity 33.33%, references 33.33% and price 33.33%. The recommended vendor scored highest and had the lowest price. The contract is recommended to start on July 1, 2014.
HUB OUTREACH AND UTILIZATION:
Of the five responsive firms, two were HUB certified. The selected finalist is a HUB certified minority owned firm.
BUDGET IMPACT:
The three (3) year contract value is estimated at $558,900. The contract may be renewed for two additional one-year terms for a total period of five years with a total potential value of $931,500.
