PURPOSE:
Federal grant funding from the Coronavirus Aid, Relief, and Economic Security (CARES) Act administered by the Federal Transit Administration (FTA) requires an agreement between the City and Guilford County. In accordance with North Carolina state statutes, an interlocal agreement requires City Council authorization.
BACKGROUND:
As part of the Coronavirus Aid, Relief, and Economic Security (CARES) Act, the Federal Transit Administration (FTA) is distributing $25 billion to urban and rural public transportation agencies. Funding is available to support capital, operating, and other expenses generally eligible under existing programs to prevent, prepare for, and respond to COVID-19. No local match will be required.
The City of Greensboro is the designated recipient for these funds on behalf of the urbanized area. In accordance with the Transit Resource Allocation Plan, adopted by the Greensboro Urban Area Metropolitan Planning Organization on January 22, 2020, a portion of Greensboro's CARES Act apportioned funds were allocated to Piedmont Authority for Regional Transportation (PART) and Guilford County Transportation and Mobility Services (TAMS). As PART is a designated recipient, they will administer the funds allocated to their agency.
