PURPOSE:
The bids for Contract 2020-020 - 2020 Sanitary Sewer and Water Line Rehabilitation Project, have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to Cajenn Construction & Rehabilitation Services, Inc. for $11,146,668.50.
BACKGROUND:
The work consists of the following: sanitary sewer rehabilitation through a variety of rehab methods including pipe bursting, sliplining, cured-in-place pipe (CIPP); sewer manhole rehab; point repairs; open cut dig and re-lay; trenchless lateral renewal; open-cut lateral replacements; water main pipe burst; water min dig and re-lay; and water service renewal and open-cuts. Ancillary tasks include water valve replacement and fire hydrant replacements, sidewalk and pavement replacement, and other site renewal tasks.

The bids were opened on September 17, 2020. The MBE participation goal was 7.0% and the WBE participation goal was 12.0%. The contractor commitment for these goals is MBE 9.0% and WBE 8.0%.
The other responsive bids received was:
KRG Utility, Inc. $11,438,915.36 MBE=7.06% WBE=12.04% Kernersville, NC
Yates Construction $18,724,316.79 MBE=0.42% WBE=2.39% Kernersville, NC
One other bid was received, but was considered to be non-responsive. Although Cajenn Construction & Rehabilitation Services, Inc. did not meet the participation goals, their bid is considered responsive because it was determined that they did achieve Good Faith Efforts (GFE).
The proposed date for start of construction is December 2020. The proposed date of completion is August 2022.
BUDGET IMPACT:
Funds totaling $11,146,670.00 for this construction contract are budgeted in two Water Resources accounts. $1,772,619.00 is budgeted in the Water Resources 2021 Water Line account 503-7030-01.6016 CBR# A21039 and $9,374,051.00 is budgeted in the Water Resources 2021 Sewer Line account 503-7030-02.6017 CBR# A21042.
RECOMMENDATION / ACTION REQUESTED:
It is recommended by the Departments of Engineering & Inspections and Water Resources that City Council approve the bid and award Contract 2020-020 - 2020 Sanitary Sewer and Water Line Rehabilitation Project to Cajenn Construction & Rehabilitation Services, Inc. for $11,146,668.50.
